2 IRS tax (2008) Questions. One with regard to Fed/State taxes, the other with regard to processing times?

I have recently filed a return (1/11/2008). My return was accepted 1/13/2008 by the Feds. I (in turn) recieved an intial date of deposit (2/12/08).

This date changed toward the latter part of last week (1/29/2008). I then (last night) recieved a new deposit date that many other bloggers seem to have recived of 2/19/2008.

I check now, and it can’t locate my refund. Thsi usually occurs when my date is changing or a status is being updated.

My question is this: With regard to others being in the SAME boat and recieving the recent date of 2/19/08, are the processing times REALLY that bad? Has anyone else recieved information that has changed so much?

***I am NOT affected by AMT, EIC, or any of the 5 deduction schedules being altered, and do not have a code for any type of audit, etc.***

The second question I have is, if I owe the state from last tax year ($91.00), would the Feds deduct that from my refund and forward it to me? Or is it possible that it could be held?
**Not concerned about owing the state….I filed late in the 2007 filing year…so it is a recent tax debt, less than 6 mos old.**

I inquired of the state/fed, simply because I do not belive that the Feds would deduct a state debt, but I wanted to ensure that was correct.
